ACC Considering PPA Regulation In Arizona

The Arizona Corporation Commission (ACC) may begin making decisions on how to regulate solar power systems operating under power purchase agreements (PPAs). The Phoenix Business Journal reports that regulation could come later this year.

An existing case involving SolarCity and the Scottsdale Unified Solar District is expected to set the precedent. SolarCity asked for a ruling on whether schools, governments and nonprofits could be exempt from the utility requirement.

The outcome of this case could either help speed solar adoption or slow it down by increasing regulatory hurdles, Jordan Rose, founder of Rose Law Group PC - which is representing SolarCity and Scottsdale Unified in the ACC case - told the Phoenix Business Journal. Another case involving the ACC and PPAs is currently on hold.
